This is a very good insight in to the planning approach, necessary for digital transformation - "Third Horizon Planning"
However, I contend there is a significant flaw in the high-level premise... for me, it is a truism that transformation success is dependent on gaining the buy-in of individuals (in the corporate ecosystem) and their enthusiastic contribution to change.
For this to happen, transformation goals must be described from the perspective of individual value, as well as the traditional 'corporate practices' and analytics

I needed a website, no experience setting one up, no great desire to wade through mountains of how-to's or take on a protracted learning process so joomla's out right? Go for the automated solutions... with minimal research, found thegrid, weebly & pagecloud.
With just an hour invested, I could create a basic site with any of the three - impressed! As I progressed a bit more, thought a bit more about what I wanted well, I needed a website + a blog + reasonable pricing
Now I need to develop the site... rushed in to this making the classic mistake ( is this a man-thing? ) of just diving in. No thought as to styles, themes, consistency or even what I really want to say - I guess, this will really test whether I've chosen ( the web-builder ) well
so, decided to build my first website and thought "hey, I'm tech savvy, should be a breeze" - whoops
dove straight in, no storyboard, no thought to layout or content just, hit the tools baby... but which ones?
